How to Proceed

Ensure Access to TPON System

Create a My Ontario account for the library or contracting municipality to gain access to Ontario government programs and services. Since all libraries are already registered in Transfer Payment Ontario (TPON), link your profile to the organization’s existing profile and confirm that you are able to see the organization’s past applications and payments.

If you are already registered for a My Ontario account, you do not need to re-register.
Note: In 2023, My Ontario accounts replaced ONe-key and GO Secure IDs. If you have not yet migrated your profile to My Ontario, you will need to do so this year before proceeding.

Launch Notification

Each public library and contracting municipality will receive a launch e-mail from the Ministry once the application period is open.

Access TPON

Access the Public Library Operating Grant (PLOG), Pay Equity (PE), and First Nation Salary Supplement (FNSS) application through Transfer Payment Ontario (TPON).

Application Requirements

All libraries and contracting organizations must download, complete and then upload the main PLOG application form in TPON. Within the application, you will need to confirm that the organization has insurance; maintains pay equity (if applicable); and is eligible for First Nation Salary Supplement.

Note:

  • if the organization receives $50,000 or more in annual funding from the Ministry, then a signed and approved Financial Audit is required and must be attached within the application;
  • if the organization banking information has changed, contact Ministry staff at librarygrants@ontario.ca to update the information on file.
