Funding and Grants
Each year, public libraries and First Nation public libraries must complete the Annual Survey of Public Libraries (ASPL). The ASPL requires libraries to report on several key metrics including the use of technology and digital services, and the types of activities and programs they offer.
The government publishes reports on the survey results through the Ontario public library statistics program. The survey is updated every year to reflect changes in the public library sector.
How to Proceed

Access BPS Secure
Access the Annual Survey of Public Libraries via BPS Secure. Note: At the end of 2023, GO Secure was replaced by BPS Secure. If you have an existing GO Secure username and password, you do not need to create a new account but you may need to update your password.

ASPL Database
Once logged in to BPS Secure, click on 'Library Statistics (LibStats)' to open the ASPL database.

ASPL Instructions
Instructions, as well as a blank copy of the survey, are provided under the 'Help' section in the LibStats database.

Section C Statistics
Compiled statistics required for Section C , if your library participated in the OverDrive Provincial Consortium, the French E-Book Consortium (Cantook) or purchased specific products through the Provincial Licensing program.

The Ministry of Tourism, Culture and Gaming is responsible for administering the Public Libraries Act, and statutory grants under the Act including the Public Library Operating, Pay Equity, and First Nation Salary Supplement Grants Program. They also publish the annual Ontario Public Library Statistics, using information collected through the Annual Survey of Public Libraries.
